Why are wasabi peas instantly sharp, but wasabi powder is bland until it steeps with water for a while?

I mean both are dry horseradish powder right? Do the peas "seal in" some of the gasses that make up the sharp flavor during baking somehow? Or is it just a different kind of powder?
