Why do bicycle helmets only cover the top of your head?

Almost every helmet I can think of wraps around the back and sides of your head (football, baseball, motorcycle, skiing, dirt bike, etc). On a bicycle helmet however, the bottom of the back of your head and your ears/cheeks are still exposed.
Why are bicycle helmets are a little less protective?
