What is the Significance or Implication of Living in Brighton in the UK?

There are ideas built into the mention of certain places, like West Virginia (hillbilly) or Portland (hipster), in the US -- It comes with an unspoken implication or significance.
I've recently noticed that same kind of "tone" in BBC shows when Brighton comes up. The latest example I can think of was the second episode of the original House of Cards, though I'm sure I've also caught a hint in other works. It almost seems sarcastic or insulting, but it's really, really subtle.
