Why do people keep asking me where I'm from?

I'm a black american woman that lives in Texas. In general but mainly when I go inside businesses, the employees ask me where I'm from. This is literally the second question they ask after my name. These employees are usually hispanic. I'm always flabbergasted when it happens. Black Americans don't expect to be asked this question. Are they being racist? Should I not answer them? I genuinely don't know the answer.
