Why do western leaders rarely get high satisfaction ratings?

I'm not American, but looking across different western nations it feels like western leaders rarely get positive ratings, and that it's often, at best, swimming around 50%.

How come it's rarely higher? Or is 50% in fact something to view as 100% in the sense of left vs right, one side will always be displeased with the leader no matter what they do?
