If you have a small team at work doesn't that mean your company doesn't view your team as very valuable?

I work on a team of 2 at my company. From my view, it seems like every other team at the company is larger in size. So I was curious if this obviously means my team at work isn't valued very highly?
Also, I'm pretty sure my manager always says the funds aren't available to hire another person.
