Why do 90s movies in particular seem to have a large variance in terms of perceived age?

Some of them feel modern, some of them feel older. And I don't mean just CGI but the general look and feel, cinematography, dialogue, and even "acting style".
For example, Carlito's Way or Primal Fear appear much older than Se7en or Jurassic Park.
