Why Do Current Driver's License and Passport Photos Suck?

Pretty much the title. In the last couple of months I happened renew both my driver's license (AZ) and my passport (US). In both cases the old photo was in full color and very clear, while the new photo is washed out grey, not very clear, and covered in various anti fraud scannable wizardry.

In the old photos if you were some sort of 'official' verifying my ID, it was easy for you to tell if it was me or not. In the new photos, there would probably be easily 20 or more people who could pass as me in any major airport.

Seems stupid. Is there a good reason for this downgrade in photo quality?
