So how exactly is an AI training off of an image reference any different than someone looking at images and then referencing those to make their own art?

I've seen so many artists say they don't want AI firms referencing their art to train the models on. My question is, how is it different than humans looking at their art and referencing it in their art as well?
I understand AI is a hot topic so please bear with me here, I don't want corporations replacing artists with AI. I just want to understand the distinction.
