Why weren't brands seemingly making efforts to cut down on packaging before 'eco friendliness' became a big thing?

Surely as a profit-driven company it makes sense to use as little packaging as possible regardless of being green? It always puzzles me when I see "same amount, now with 60% less packaging!" plastered on products, why was the 60% extra necessary in the first place?
