Why does the outside diameter and inside diameter of steel pipe expand under heat?

I had to put an end cap into a steel pipe and at room temp it would have taken a lot of work to fit, if at all possible. I heated the pipe with a torch and the endcap dropped in with no resistance at all.
This is my first time doing this task. I think I understand the basics of thermal expansion, but always thought the expanding steel would lead to a smaller inside diameter.
Why does both dimensions expand outward? Is there a ratio of wall thickness to ID where we see a smaller ID under heat?
