when do you become a “bad” pet owner?

I was raised with a cat in the house until I moved out to live on my own. I’m 31, single, no kids, live alone. I do not drink alcohol or do drugs. I have been looking for a small dog or cat to adopt. I think I have what it takes emotionally, physically, financially, but I can’t help but feel like I would have less of a bond to a pet that has lived some its life with others than if I’d have a pet that has been around since my childhood.

At what point would I become a bad pet owner?

If I have to travel & can’t take them with me?

If a surgery costs more than I’m willing to pay?

If I only feed them dry food?

Seems like there might always be something someone deems “neglectful”.
