why is helium non renewable?

just saw another post asking why we waste helium on children’s balloons and it was a pretty interesting question, but i can’t wrap my head around the fact that it’s not renewable. we have the power to manipulate elements and we do that when making bombs and such. helium is the second element, not the first, so it has two electrons. doesn’t that mean we can just fuse two hydrogen atoms to make helium? sure, it might not be very efficient because it would take a lot of time and power, but wouldn’t that mean it’s technically renewable?
