How is “This thing needs __ed” grammatically correct?

Lifelong English-speaker, first time caller. I don’t understand how it is acceptable to say “The lightbulb needs changed,” for example. Is this just a shortening “…needs TO BE changed?” This has always struck my ear as wrong and I’d just assume that whoever said it was just a little dumb, but over the years, the prevalence of that sentence pattern has not gone down.
Am I a fool? Is this a regional thing? If so, which region so I can stay the hell away?
