Why can a blocked number still leave voicemails?

Blocking a number only automatically rejects their call without notifying you of the call. They can still leave a voicemail, which you'll have to listen to in order to determine if its the blocked caller or another voicemail. This is stupid, if someone is harassing you weather it be spam numbers or people from your personal life, you block them because you don't want to be involved with them. You don't want to be reminded of them because they're leaving voicemails.

Yes if it's enough to become a problem you could just change your phone number, but why should you have to? Shouldnt we have the option to block them from making calls AND voicemails??
