If someone is only friends with you because they have no one else. Is that a true friend?

Sister in law never wanted to hang out. I always made the effort and she wasn't interested, she had her own friends. My partner found work a city away so we moved here. My brother found work so my sister in law and brother also moved 20 minutes away from us. My sister in law has no one but me and all of a sudden, she wants to hang out, comes every second day. Does she want to be close to me or is it because she has no one else. To be honest, I don't want someone making the effort if they don't want to, they are only making the effort because they have someone else.
