Why can't you reuse an old nuclear reactor plant?

Here in Sweden there are talks about building new nuclear plants, but for some reason it's impossible to reuse the plants we already have, that were shut down 20, 4 and 5 years ago. For this reason we will probably see our new reactors in like 15-20 years.

Why is this impossible? Can't you just replace the old nuclear material with new?
