Average woman needs 25g fiber, but fiber pills are only like.... 2-5g per 3-5 pills or absurdly high like 500g

Assuming someone had no access to fiber foods or didn't get nearly enough fiber in their diet, how am I supposed to add up to 25g a day? Do people really swallow dozens of supplements a day and constantly refill weekly? Or am I misunderstanding? I don't see any 15g or 25g fiber supplements in the market....

Edit: looks like 4 tablespoons of chia seeds adds up to my daily need. I just need to down it with water so I don't bloat. And drink lots of water. Anyone got experience with this know if this is safe?
