Firefighters/first responders, how would you handle the scene from 9-1-1 where the patient's head is encased in concrete?

Hello everyone, I was watching a reaction video of the scene from the TV show 9-1-1 where firefighters used a haligan bar and sledgehammer to break open a chunk of concrete containing their patient's head, because he couldn't breathe. Now, obviously this is a horrendous idea, because you would shatter the patient's skull if you tried that. But as a first responder myself, I'm very curious how that call would go. I'm not a firefighter, so I don't know exactly what kind of tools they have, or how they would go about trying to rescue someone in that situation. I doubt it's ever come up, but I suppose anything is possible. Anyways, anyone have any ideas?
