Technically Speaking Couldn't The Overwhelming Majority Of Alleged Police Brutality Cases Be Cleared Up/Settled Significantly Easier If The Cops Just Included All Body Cam Footage Of The Arrest In The Official Police Report?

I mean if they really are bogus claims or innocent actions being wildly blown out of proportion, and the Police don't mind sharing the undoubtedly accurate recounting of the arrest, why isn't the footage of it automatically available to the public as well, instead of waiting for someone to release it to the press?
