Why are brown bears of North America apparently much less afraid of humans compared to brown bears of Northern Europe?

Here in Finland, we have plenty of bears in the forests but nobody really sees them as a realistic threat that you should worry about when out in the wilderness. Bear spray is not a thing at all. Nobody has been killed by a bear since the late 90s. Typically, the bear smells you much sooner than you see it and goes away.

Whereas in North America, bears seem to attack humans quite often and there are all sorts of instructions and precautions you should follow.
