What is the deal with the fake "Budget" music where people claim it is from the SNES version of Sim City, when the track does not exist in the game?

I have three copies of Sim City for SNES cartridges, and I have over 500 savestates of different cities saved in Sim City in emulators, spanning over 15 years, with quite a few megalopolises in there, but never have I ever heard this "budget" music that comes with every soundtrack download of the game's music, including SPC files.

What is even more odd is that a Google search of the track, everybody acts like it is a normal common track of the game, and nobody is questioning where it came from or commenting that it is fake.

There is no mention of the budget music being an "unused track" either so that is ruled out.

What is the deal with this music track?
