Why do people wait an entire year to return items

I work in a clothing retail store and our return policy use to be 1 year. However we recently changed it this year to 60 days as well as not letting customers return certain items (shoes, sleeping bags) as well our an outlet and don’t normally carry those. I honestly don’t mind the change because the returns count against stores goal for the day even if the item was bought online or from another store. So really why wait a year to make a return?
