Why is it that throughout human history the ruthless seem to make the most impact on humanity?

When reading human history, it often seems the most impactful figures tend to be the people who were either ruthless or in some way engaged in morally questionable actions, whereas those that were nice and tried to be as good as possible tend to be more obscure. And every successful society seems to have engaged in ruthless behavior of some sort in the past. Why exactly is it that ruthless people seem to make more impact on humanity than nice people? And that they survive better?
