Why are Omani cities not modern like the other Gulf countries?

Jeddah, Riyadh, Mecca, Dubai, Doha, Kuwait city etc are very modernised and western in terms of infrastructure.

Muscat on the other hand, still has traditional Middle Eastern/Arabian infrastructure despite the development and oil discovery.
