When measuring the spiciness (heat) of foods, is it more accurate to test it hot or cold?

Or does it matter?

Things always taste spicier when they're hot, at least to me. And if I remember right, spiciness is short-circuiting the thermal sensors in your mouth.

And not all spicy foods have hot peppers in them.

So if you were comparing the spiciness between say a batch of chili and jalapeno pizza with spicy sausage, would it be more accurate to compare them hot, cold, or would temperature not matter?
