I have annual county air quality data for a 10 year period and average cancer incidence for a 10 year period, how can I compare these statistically?

Hey all, my brain is tired doing a grad school project and I could use some fresh eyes. I have county-level annualized average air quality data for a 10 year period (each county has 1 number per year which is the annual average, so like 90 data points) and then I have the lung cancer incidence of the same counties, but it's in 5-year chunks averaged unfortunately, so only 18 data points. (So, let's say 2010-2014 has 5 air quality measurements for county a, and then I just have county a's 5-year average lung cancer rate, which let's say is 50) how can I compare these two data sets statistically? Average out the air quality data into the same 5-year chunks? What analysis could I run? Again, brain tired right now, thank you!
