Why does this question mention that the person is a "truck driver" if they weren't driving a truck at the moment?

The question is as follows:

"A truck driver crossed a bridge where trucks are not allowed, and is heavily patrolled by traffic officers, yet not once was he told to go back. Why is that?"

The answer, apparently, is because the "truck driver" in question was walking.

If the person was walking, though, then why mention that he's a "truck driver" in the first place? It would make sense to describe someone as a truck driver only when they're actually driving a truck.
