Why don't websites put all ads on the bottom?

I know some ads use the pay-per-click model, but most of them also produce revenue by someone just seeing them. So why doesn't everyone just put all the ads on the bottom? This way they won't inconvenience any user while still generating revenue. Do they have to actually appear on the screen, or do the advertisers specifically prohibit it or something? And in the latter case do they even check where the ads are put?
