Why is there such a disconnect between what we can chose to do with our body and what it’s capable of?

Or maybe the brain, not body? What I mean is take sleep for example, it’s something necessary for survival and general health. Yet we can’t do it on command, atleast the vast majority can’t. Is that something you can even learn to do?

And some other things that aren’t as important to survival/would hinder it such as “turning off” senses or being able to change heart rate etc.

I want to know why these things can’t be consciously done - I know you can “tune out” senses and change your heart rate slightly but why don’t we have full control over all this?
