Will this Speedo backpack be more water resistant than the Adidas?

Speedo bag advertised as “waterproof,” which while I realize only TPU dry bags offer true waterproofing I am ok with simply water resistant for my kayak fishing purposes as it isn’t likely to be submerged only splashed.
