Why is that in school (elementary school, high school..) students usually have a very similar age?

For example: most 7th graders are usually around 12-13, most 10th graders are usually 16-17, people older/younger than that exists but they are more rare. Outside of the "obvious" reason (school groups usually grow up together), is ghere any pedagogic or psycological reason?
