Why is Amazon suddenly charging me $1 to return things to the UPS store, and is there any way to fix this?

Everyone I’ve talked to still has the option to return things for free there, but I am only given Whole Foods, Kohl’s and Staples as free options. Very aggravating as the Amazon kiosk is clear in the back of Kohls, the UPS store is small and I can easily be in and out.
