After a US disaster, why can’t we use the Army in addition to the National Guard to provide temporary shelter, food, security - and maybe help with clean up?

I know none of this is the mission of the US Army, but it naively seems to me to be a good temporary use of manpower that is not on deployment out of the country.
Naturally, very few soldiers and officers would be trained in disaster response, but setting up tents and feeding large amounts of civilians (and offering basic medical services) would seem to not require much specialized training.
