Why are meteorologists unable to accurately predict hurricanes?

For hurricane Milton the NOAA recommended a full scale evacuation for some parts - up to a million people. Now while for a many parts this was needed, it does seem like the predictions missed the mark significantly for large parts of Florida.
What makes hurricanes so unpredictable. If they are unpredictable should we just not spend resources tracking them? The average NOAA worker makes 90k a year that could be saved.
