If someone says "Received by"....

Coworker asking me to settle a debate. They received an email with the following text.
"....If your payment is not received by the 10th of this month...."
Does that mean payment is due no later than end of the day today (October 9th) or does it mean it's due by the end of day on October 10th?
We disagree on how to interpret the verbiage. What do you think?
