Is there a government service to deliver our emergency aid?

A former classmate of mine has gathered up a lot of donations of essentials (toiletries, clothing, etc) and is looking into ways to deliver it to the states hit by Helene and other areas which look like Milton is going to hit them. I intend to do the same. Could we, like, deliver it to the national guard a similar body in our state capital, since the delivery costs would be ruinous?
