When Japanese/Asians return to a place that hadn’t been cleaned for years would they still follow the indoor shoes, outdoor shoes rule?

Separate Strictly or by bringing another pair of shoes for use indoors like they always do? In Any Asian culture/country for that matter.

Towns affected by the 3/11 Tsunami and meltdowns which many buildings were literally frozen in time and left undisturbed are slowing reopening and they are encouraging residents especially former students and “school children” to pick up their backpacks and personal belongings left at their school would the kids or others still change to indoor shoes, obviously they wouldn’t fit in the dusty ones they left behind may have to bring it or do they just walk in with their outdoor ones as the floors haven’t been mopped in years and may be covered in a centimeter of dust and grime.

This can apply to vacant places elsewhere in Asia as well.
