What’s the whole controversy around autism and ADHD rates?

I’ve been hearing a lot from educators, doctors and even psychologists that autism and ADHD rates are over diagnosed.
Apparently parents are going to psychologists are very young ages and asking about autism. Same with ADHD.
Some scientific journals are now saying “ADHD and Autism is over diagnosed in young people”
What’s the truth and what’s the lie? Or is their an in between truth?
