Why do heroes in fiction tend to be boring compared to the villains?

Often times the bad guys are charismatic and have complex and deep understandable motives for their actions even if evil. Whereas the heroes inevitably tend to be vanilla and use tired old morals and act self righteously even when they might have a tragic or sympathetic backstory. Why is it that writers often don't allow the heroes to have flaws and or anything that will let them be as complex as the bad guys?
