Why are gas prices declining?

The gas in my town is currently $3.10. There are many gas stations 15 minutes away that are as low as $2.90. Maybe it's just because it's fall because I remember last year gas prices were as low as $2.78 in october but rose to $3.40 in the summer. Is this just a seasonal thing or are gas prices finnaly gonna be affordable?
