Is financial aid different for universities than community colleges or are they the same? What about for transfers?

like am I better off just applying for scholarships while transferring to a state school and hoping for a different outcome? I've done the FAFSA form twice, only for my local community college and I don't qualify for grants. Is it the exact same thing if I added a local state university to the list of schools on the form?
