Rules for state police

We were driving in Illinois this past Sunday and a state police vehicle went flying past us in the next lane over, probably doing 90 MPH. The posted speed limit is 65.
I thought police vehicles were supposed to use their lights when they were either in pursuit, or when they were responding to an incident? Also, the fact that they werenโt in the far-left passing lane kinda shocked us.
