What's the social situation on taking photos of strangers in public?

I hear a lot that it's considered rude, which I agree with. But some people have a completely different perspective on it, and believe it's fine to intentionally take cell phone pictures of strangers.

My parents specifically take photos of strangers in public that they think look funny, with the intent of making fun of them. I want to mention that I don't think that's really as acceptable as they believe it is, but I genuinely don't know if my opinion is a commonly respected one. The strangers in the photos do dress oddly, but any random mockery of strangers just really weirds me out.
