How is it veggies are so safe to eat considering it's surrounded by dirt, decomposed organisms, bacteria and manure?

Like I've seen composte made of human feces. How can for example, potatoes, surrounded by manure, dead flesh, bacteria and worms and other unknowns in the soil be safe and healthy to eat? Surely a simple water rinse would not remove the germs that made it's way inside the vegetables, no?
