What do you think is a realistic solution to stop bullying?

I would like to work in a school someday as a counselor, psychologist, or social worker. One of the things that always gets me is the constant bullying, especially in junior high and high school. I want to work with parents and the administration to decrease/eliminate bullying, because I think there’s not enough being done, by both parents and schools.
So what are your suggestions?
