Why do so many houses not have fences in florida?

I'm from Arizona and even in the shittiest neighborhoods, it's quite common to have 6ft tall cylinder block walls going around the entire property. If you are in the ghetto, you will likely have a chain link fence, but it's still pretty common to have a wall. I've been in Florida for a year and it's shocking how these nice 500000 houses don't have literally anything up, at all. Why is that?
