What do you do when someone keeps making promises but rarely follows through with them?

Like they say they are going to do something nice for you, they seem to genuinely want to do it and will talk about it for a couple days then you never hear about it again.
You can't really ask what happened or it comes off as either entitled or greedy but I get sick of getting my hopes up and it makes me assume I did something to make them angry sometimes.
