What am I supposed to do if my landlord breaks part of our lease?

Edit: This might be important, but the reason the amenities are closed is not because they are broken or anything. The amenities are open to my neighbors. They are only inaccessible to me because my landlord will not give me keys because he “needs to find them.”
My landlord is breaking parts of the lease by denying me access to common spaces/amenities that were included in the lease. It’s not making my home dangerous or uninhabitable, so who am I supposed to complain to?
