How come hairstyles have became more Wild West in the 21st century?

Seems like the world is regressing towards that era, hairstyles or locks becoming somewhat like 18th and 19th century or before Mark Twain era hairstyles with kids looking like the drawn characters of Tom Sawyer, Huckleberry Finns, or Becky T.

Wild unkempt layered hair seems to be the rule than the exception on boys and men whether they are in the subculture of rock music or surfing, show biz, sports, or otherwise. I be curious what changed compared to not so long ago.

My hypothesis is that the timing of Iraq war 2003 is also when those who were heavily discriminated against as “hippies” of the 60s and 70s came Into a position of power as parents, teachers, and politicians? Thus they were empowered to suddenly changed the expectations of society? As a lot of things changed in 2005 and beyond.
